And now so to say under the jurisdiction of the United States Consul of this place!
I have applied to this functionary requesting him to take some action in this matter, and he has promised to detain the aforesaid person if possible, pending a reference to the U.S. Consul General at Shanghae.
The U.S. Consul was furnished with copies of various declarations made against the sailor W. H. Hayes for acts of abduction and robbery committed in some of the islands of the Pacific.
Should the U.S. Consul be unable to effect his apprehension at this place, there is every reason to suppose that he, the said Hayes, will either leave this for San Francisco in some American vessel, or go to the port of Hongkong. In the latter case, his detention would not, I imagine, be a matter of much difficulty; in the former, it might perhaps be arranged if the necessary orders were issued by the U.S. Government to the Authorities of San Francisco.
A telegraphic communication would, however, have to be made on this subject to the Earl of Carnarvon by H.E. The Governor.
